As for why you can't find tests, 5% increase chance won't heavily make a difference that you will notice it if say an ability is say 30% already, 35% is hardly any better chance. That said, in champs that don't have 100 or possible 100%, then sniper will do work. You cannot go past 100% and expect different results with 105%. The examples you made tho are god awful cause those champs can book or are 100% meaning sniper does nothing for them. What are your thoughts? Anyone have better luck than me finding the truth?
